Land Revenue, New Territory. This item shows an estimated decrease of $110,000. The sum of $140,000 estimated for 1901 included arrears, but it was deemed advisable to write off these arrears for one year on condition that the remaining taxes due would be paid promptly. Owing to the difficulties of the land settlement in the New Territory which were foreshadowed in my Report of 1899 (See page 15) the amount yielded by the land tax has hitherto been disappointing, but it is hoped that when the Survey of the New Territory which is being pushed forward has been completed and the titles to land have been settled, the difficulties which now exist will disappear. Experience in other parts of the world has invariably shown that a land settlement is a very slow and tedious process; an experience which is being repeated in the New Territory. But the Government is fully alive to the necessity of expediting matters and an increased Staff is now engaged in the work of Survey. It is trusted that when the titles to land on the Hongkong side of the Kowloon Hills are settled, the titles to land on the other side of the hills will be decided rapidly.
